This proposed regulation is a serious affront to religious liberty and should under no circumstances be adopted by any public agency. If this regulation is adopted, religiously-affiliated charities (especially ones that espouse traditional views regarding families) will be severely limited in the adoption services they can provide. Not only would this action violate the religious liberty of these charities in an egregius manner, but the loss of these services to Virginians would be irreplaceable.
