Because church-run agencies and private agencies must always have the Consitutional rights to operate in accordance with their own beliefs, it would certainly be an unconstitutional and unjust effort if the Virginia Department of Social Services were to attempt to require state licensed adoption agencies, including private church-run adoption agencies, to not refuse to process adoption of children based on sexual orientation.
