If the State of Virginia is truly concerned about the welfare of adopted children, only married couples can provide the stability and  the proper modeling of the male, the fatherly, and the woman, the motherly, roles.  Anything less is spiritual, moral, emotional, psychological abuse.  The "political correctness" view which this proposed regulatory action embodies is a malignant disease clouding rational judgement on law making, and laws need to be discriminating against the bad, the evil, the wrong.  Vote NO.
