This makes room for "sexually explicit" content to include any LGBTQ topics, which is too close to censoring LGBTQ topics and people from libraries.

Also, schools are environments to learn critical thinking skills, and if you're really concerned about kids reading about sexual topics in school libraries, you'd be blown away to see what they're hearing from their friends. If it's not available in a controlled, vetted environment like the library, they'll find out about it from friends, peers, or social media, and it's not as easy to discern the validity of those sources.
