Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

Difference between CRT and Cultural Competency
 

I have read the proposed Cultural Competency document as well as some of the comments about CRT.  It is clear to me that many of the people commenting have not taken the time to understand the difference. Since I grew up in the northeast I have been taken aback by the lack of sensitivity that I see in the Rockbridge county area of the state.  I have been very concerned about what I have read regarding the presence of the confederate flag and nazi symbolism at the local high school.  I don't know what is happening to the local hispanic/immigrant population - but I can imagine it is not necessarily all good. It would appear to me that to have licensed professionals properly trained to deal with some of these issues would be extremely beneficial. They are not simple, but these issues definitely can get in the way of teaching ALL students to succeed in what are always deemed as essential tools (reading, writing and arithmetic...) The time frame indicated in the materials may be difficult to meet and at the same time to have quality instruction/learning tools available.
