Guidance Document Change: In 2021, the Virginia General Assembly passed House Bill 1904 and Senate Bill 1196, and was signed into law by Governor Northam. The law establishes new requirements to support culturally competent educators in the Commonwealth. The Guidance on Cultural Competency Training for Teachers and Other Licensed School Board Employees in Virginia Public Schools was developed for the Board to fulfill the statutory mandate to provide guidance on the minimum standards for the local training requirement.

NO TO BOARD OF ED GUIDANCE ON CULTURAL COMPETENCY TRAINING.
 


Virginians in November 2021 wholly rejected the concept of cultural competency training which is simply another term for CRT training.  Those types of training programs and curricula drill into children that racism is everywhere and that America’s past is built on white supremacy, not a promise of freedom. White students are taught that they benefit from “unearned privilege,” and that their ancestors were oppressors. CRT material tells everyone that America is systemically and structurally racist, which is part of a sustained strategy to maintain oppression.

School officials leading these activities divide participants according to race and treat them differently according to ethnicity in the events and ensuing policies from training sessions. Teachers should not use the goal of teaching “diversity of thought” as an excuse to teach students to view others through ethnic stereotypes.  Instead teachers should impart fundamental principles of this country: the intrinsic equality of all humans, equal protection under the law, liberty, self-reliance, and hard work; teach history impartially, with differing views considered in a balanced, non-politicized curriculum; and explain how government works at different levels, and how a citizen can affect the workings of government.

True equality will be achieved by maximizing the ability of Americans to become self sufficient, not by dividing Americans on the basis of race and apportioning resources based on skin color.  CRT and any attempts to train teachers in how to teach same is a violation of the US Constitution and must not be implemented in Virginia in any way shape or form.

the Virginia Board of Ed needs to stop putting forth any CRT or cultural competency training.
