One of Government’s primary responsibilities is ensuring the safety and security of citizens to the fullest extent possible. Persons unwilling to cooperate with that government obligation and who insist in engaging in behaviors that present a risk to the public need to be removed from interactions with the public in a way that preserves their lives. Anti-vaxxers need to be barred from interactions with the rest of the public to the fullest extent possible. Mask and vaccine mandates make that exclusion possible with the lowest harm to both the vaccinated and vaccine deniers.
