Briefly, the state has lost the trust of the people and this is why the objection is so loud. When the government of Virginia has promoted everything from late term abortions to pornography in school classrooms,  the government has become the enemy of the parent. This  loss of credibility with the parents in Virginia, results in a rejection of the mandates. The shot is still in an experimental phase and we choose to be in the control group.
