I believe the state should bear the burden to demonstrate the following before moving to encroach on the liberty of school employees:
1. That the rate of voluntary vaccination among school employees is inadequate to protect the public from significant harm. (Meaning death, hospitalization or long term serious illness).
2. That a mandate would increase the vaccination rate to the point where the public would in fact be significantly better protected from significant harm than it is currently.
-If the state can demonstrate these points convincingly, (through additional public hearings) than it should proceed only after a clear, robust and fair policy for religious and medical exemptions for employees is implemented.
