I believe it is everyone's right to choose what they put in their body.  Especially in the early stages of this vaccine, we must allow people the freedom of choice for themselves and their children.  It would be irresponsible and violate fundamental civil liberties to mandate this vaccine to anyone, let alone children not old enough to consent.
