NO.  This is not constitutional.  There are exceptions to vaccine requirements right now. 
There is no way to mandate without exceptions this experimental shot.  Even if it were approved it would break the law that we need to give consent. Over 99% of the people survive this flu virus.  No flu shot has been required up until now and there is not enough scientific evidence that this needs to change now.
