Goals of Regulation To protect public health and/or safety with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To establish consistent procedures and requirements for the issuance of permits for activities that involve the management of pollutants that may impact state waters by means other than point source discharges in order to effectuate the proper and comprehensive protection of such waters.
