Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To protect the environment from discharges of oil from vessels by establishing procedures and requirements for operators to respond to the threat of an oil discharge and contain, clean up and mitigate a discharge within the shorest feasible time, as well as demonstrate adequate financial responsibility to cover the costs of clean up and the liabilities for damages specified in the law.
