Description This regulation establishes the policies and procedures VDOT will use in the procurement of professional and nonprofessional services. The Office of the Attorney General has found that this regulation is exempt from the APA under Section 9-6.14:4.1 B 2(effective 10/1/01, 2.2-4002 B2).This regulation has been filed by description.
State Authority Sections 33.1-12 , 11-35 et seq. , Code of Virginia .
Federal Authority None.
Exempt from APA Yes, changes to this chapter of the VA Administrative Code are exempt from Article 2 of the Administrative Process Act.

Goals of Regulation VDOT seeks public comment regarding the following questions:

-To ensure that VDOT complies with state statutes (Section 11-35 et seq.) concerning procurement of professional and non-professional services.
-To protect the public's health, safety, and welfare with the least possible intrusiveness to the citizens and businesses of the Commonwealth.
