Description of Proposed Guidance Document Changes
The Storage Tank Program Technical outlines and discusses procedures used by DEQ staff following the release of petroleum into the environment. Volume 3 provides guidance related to evaluating what entities/persons have responsibility to take actions following the release of oil or petroleum into the environment. This volume replaces Chapter 3 of the Fourth Edition of the Storage Tank Program Technical Manual issued in 2011. The UST Technical Regulation was amended in January 2018. The amendments resulted in name and requirement changes for certain types of USTs. This volume updates responsible person evaluation processes to reflect changes in the regulation. Also, this document provides a discussion of USTs as fixtures of a property and attempts to provide additional clarification for evaluating oil discharges from unknown sources.
