Description of Proposed Guidance Document Changes

Substantive changes are being made to the Confidentiality and Information Sharing guidance after changes were made to the Code of Virginia, including expanded direction regarding releases of information, participation in Family Partnership Meetings, FAPT meetings, multidisciplinary teams, and IEP meetings, as well as clarification regarding what information CASA volunteers may disclose and the continued protection of confidential records. The revised document also updates the sample release-of-information form; clarifies guidance for appointments in custody-related cases, including documentation of abuse or neglect criteria and appointment of a guardian ad litem; adds succession-planning language for staff vacancies; updates contact and resource information for interstate placement matters; and makes technical, organizational, statutory-reference, terminology, and formatting updates throughout. The underlying purpose and overall framework of the guidance remain unchanged, with the revised policies continuing to provide nonbinding guidance to local CASA programs on matters not specifically addressed in statute or regulation.
