Levy significant fines/penalties to be paid to the Virginia Treasury for any provider/processor/distributors/sellers, etc. of meat products in Virginia that are 

considered bio-engineered. BAN ALL BIO ENGINEERED FOOD PRODUCTS in Virginia.
