As a property management professional, I understand the need for affordable housing, however I think this draft language places even more burden on landlords than even before. This guidance, as well as the extensive paperwork and processes required to accept vouchers, intrinsically forces us to treat voucher application in a different manner than our non-voucher holders, and in most cases, more favorably. The voucher process, in of itself, has a disparate impact on our non-voucher applications as landlords are required to spend more administrative time on voucher holder screening (and charging a lower application fee), and holding apartments off the market longer than we would for non-voucher holders while we wait for local housing authority's lengthy paperwork process. Additionally, the HAP contract requirements are forcing us to change other internal processes such as renewal offers. These policies and red tape are the reason that landlords often have a negative perception of the voucher program and now we no longer have the option to opt out of the program.
