The new guidance is not consistent with the Virginia Law. It allows a separate set of requirements for those with vouchers than for those without. It can allow persons with zero income to occupy a unit. How do they provide other essential needs for themselves without additional household income? The income limits are in place so that a prospective tenant has enough monthly income to provide adequately for their food, clothing, utilities and personal hygiene needs. We are not being good stewards of our profession when we are willing to just move someone into a housing simply because we know the rent can be paid.
