"Alternative onsite soil evaluator" means an individual licensed by the board to construct, install, and repair a treatment works that is not a conventional onsite sewage system and does not result in a point source discharge.
Evaluators evaluate and design. I wouldn't trust very many AOSE's to install alternative systems let alone repair them. OSE's need to be able to do inspections but don't require the skill to construct.
Why can't Alternative Onsite Soil Evaluators evaluate for conventional septic systems? Will it be neccessary to have two different people on site to complete a design? First a COSE to reject the perferred conventional system and then an AOSE to complete the less desirable and expensive alternative system evaluation.
