The board should require licensees to report violations or bad practice that they identify during their routine work to the appropriate authority. If an operator find that a sewage system is failing, he should be required to notify the health department. Otherwise, the operator could just keep charging the owner for repairs and adjustments, which the owner would probably pay out of fear of being reported to the health department. If the operator is required to report the violation, then it would make sure that all repairs are above board. If an operator finds that a contractor did not install a system properly, he should be required to report that violation to the contractor's board and the health department. It is important that licencees take ownership of their profession and self-police themselves. The board should require a mandatory minimum fine if a licensee knows of a violation or should have known, but did not report it.
