For me as a citzen of the state with a concealed handgun permit, it makes little sense that this is even an issue. When the changes were enacted that made Va a "shall issue" state, the overwhelming response of responsible , law abiding citizens should have been a been a bell whether to the government . For the state to allow concealed carry for it's citizens but deny it on state owned land is ludicrous. I am not a paranoid person, but the very nature of some of our state parks, that is to say, secluded areas, low traffic, and low law enforcement presence make them prime operating areas for the criminal element. I'm not at all saying Va's state parks are dangerous, just that they aren't the best place to be if you are faced with a violent attacker. The very fact that Va. issues concealed carry permits says that the governement feels it's citizens have the right to self protection. I think the state owes it's citizens the right to self protection as much in one place as another.
