The purpose of the photo ID requirement is to confirm identity. It is possible that a person with a current drivers license issued several years before may no longer resemble the photo on the license. In that case, his/her identity might be challenged. It is also possible that a person would resemble the photo on an expired license, and in that case the photo ID requirement would be met. Whether the license is current or not is immaterial to the requirement.
