Guidance Document Change: The updates allow for Priority 1 applicants who do not receive funding to be placed in the funding pool with Priority 2 and Priority 3 applicants in order for the remaining unfunded Priority 1 applicants to have a chance at receiving an award.

Fund all priority levels
 

Shifting priority one needs to priority two only lessens the available funds for priority two. 
Everyone on these waitlists is there because they need help.  ALL of them.  There needs to be a maximum amount of time that anyone is kept on a waitlist, regardless of level, before funding becomes automatic.  It is a disgrace how long some of these families are denied the help they need.
