The Virgnia Department of Environmental Quality (DEQ) intends to award funding for 36 grant projects totaling $1,879,908 by utilizing a combination of state funds from the Water Quality Improvement Fund and federal Chesapeake Bay Regulatory and Accountability Program funds. These 36 local government projects are in response to the 2013 Virginia Locality Stormwater Program Development Phase II Request for Proposals, issued June 3, 2013.
The purpose of these grant awards is to support projects to build local government programs and capacity that will result in the development of local stormwater programs consistent with the Virginia Stormwater Management Act and applicable regulations. Locality Stormwater Program Development is authorized in the Code of Virginia 10.1-2127 Stormwater Management and is mandated by Section 62.1-44.15:27 C of the Stormwater Management Act. Specifically, development of local stormwater programs will include local adoption of water quality standards for development and redevelopment that are equal to or more stringent than the state standard. A minimum requirement is the adoption of a Virginia Stormwater Management Plan ordinance by April 1, 2014.
