Purpose of the meeting PURPOSE OF NOTICE: To announce an informational public meeting regarding applications to issue permits that allow the use of biosolids for research purposes in Augusta and Rockbridge Counties. PUBLIC MEETING: Thursday, August 8, 2024, at 6:00 pm at the Virginia Tech Shenandoah Valley Agricultural Research and Extension Center, McCormick Farm - Bank Barn, located at 128 McCormick Farm Circle, Raphine, Virginia 24472. PURPOSE OF PUBLIC MEETING: For the Virginia Department of Environmental Quality (DEQ) to exchange information with the interested public on technical issues related to the proposed permit issuances such as: site-specific information that DEQ may consider when drafting the permit; the standard content of permits; and how the public can provide comment on the draft permits. PERMIT NUMBERS AND NAMES: VPA04030 – VT Shenandoah Valley Agri R&E Center – Augusta County issued by the DEQ pursuant to applicable water laws and regulations; and VPA04031 – VT Shenandoah Valley Agri R&E Center – Rockbridge County issued by the DEQ pursuant to applicable water laws and regulations. NAME AND ADDRESS OF APPLICANT: Virginia Tech – College of Agriculture and Life Sciences, 250 Drillfield Drive (0402), Blacksburg, VA 24061. PROJECT DESCRIPTION AND LOCATION: The Virginia Tech – College of Agriculture and Life Sciences has submitted applications for the issuance of permits that would authorize the use of biosolids as fertilizer for research purposes on 2.7 acres of agricultural land in Augusta County and 20.9 acres of agricultural land in Rockbridge County. For site-specific information about these applications and additional information about the DEQ permitting program for biosolids visit the following website: https://www.deq.virginia.gov/permits/public-notices/water/land-application-virginia-pollution-abatement-vpa PRELIMINARY AND FINAL PERMIT DECISION PROCEDURES: Following the public meeting described in this notice, DEQ will draft permits based on information in the applications and will publish notice of the draft permits for public comment. That notice will include instructions on how to comment and/or request a public hearing on the draft permits. Based on comments received on the draft permits, DEQ may make a final decision on the permits, or hold a public hearing on the draft permits. The public may review the permit applications at the website named above, at the public meeting, by appointment at the DEQ office named below, or may request copies of the documents from the contact person listed below.
