Purpose of the meeting The Department of Environmental Quality will convene a public hearing on a draft significant amendment to a major source construction permit for The Goodyear Tire and Rubber Company located in Danville. The Goodyear Tire and Rubber Company applied for and received a permit dated December 3, 2014 to modify the Goodyear-Danville facility by decommissioning two rubber mixers and installing three new rubber mixers. The project was subject to major new source review for Volatile Organic Compounds (VOC), for which there is no increment. The project was proposed to be completed in two phases. The current significant amendment request is to extend the date on which commencement of construction of the second phase must begin to not-later-than December 31, 2019. The proposed facility is classified as major source of air pollution. Upon completion of both phases, the maximum annual emissions of air pollutants from the facility under the proposed new permit are expected to be: SO2 (0.7 tons/yr), NOx (24.6 tons/yr), CO (10.9 tons/yr), VOC (1445.5 tons/yr), PM (13.6 tons/yr), PM10 (13.6 tons/yr), PM2.5 (13.6 tons/yr). The technology that will be used to control the air pollution from the facility is Regenerative Thermal Oxidation (RTO) and fabric filters. No adverse impact on air quality near the facility is expected from the proposed project. The public comment period beings on October 9, 2017 and ends on November 8, 2017. | |
