Purpose of the meeting A public hearing convened by the Department of Environmental Quality on a draft permit for Doswell Energy Center located in Ashland. Doswell Limited Partnership has applied for a permit to modify the Doswell Limited Partnership, Doswell Energy Center to add two GE 7FA.03 simple cycle combustion turbines, each rated at 170 mega-watts (CT-2 and CT-3 project). The facility is classified as a major source of air pollution and is located at 10098 Old Ridge Road, Ashland, VA. The maximum annual emissions of air pollutants from the CT-2 and CT-3 project are expected to be 189.7 tons per year of nitrogen oxides (NOx}, 97.9 tons per year of carbon monoxide (CO), 30.0 tons per year of particulate matter smaller than 10 micrometers in diameter (PM10), 30.0 tons per year of particulate matter smaller than 2.5 micrometers in diameter (PM2.5), 25.0 tons per year of particulate matter (PM), 10.4 tons per year of sulfur dioxide (SO2), 1.6 tons per year of volatile organic compounds (VOC), 512,061.0 tons per year of greenhouse gas carbon dioxide equivalent (GHG CO2e) total, 0.032 tons per year of Acrolein and 1.01 tons per year of formaldehyde. The applicant proposes to use up to 8,745,000 MMBtu (HHV) per year of natural gas only for fuel. Modeling was conducted which demonstrates the proposed project will not cause or significantly contribute to any predicted violation of any applicable National Ambient Air Quality Standards, Class II area PSD increment or Class I area PSD increment. Air emissions from the facility and associated construction and industrial growth are not anticipated to adversely impact visibility, soils, or vegetation. The public comment period runs from July 29, 2016 through September 13, 2016.
