Purpose of the meeting A public hearing on a draft permit amendment for Virginia Electric and Power Company Warren County Power Station. The facility is classified as a major source of air pollution and is located at 477 Kelley Drive in Front Royal, Warren County, Virginia. The facility proposes to increase the currently permitted sulfur content of the natural gas from 0.1 grain or less of total sulfur per 100 standard cubic feet (gr/100 scf), to a short-term limitation of 0.50 gr/100 scf or less, and a 12-month rolling average of 0.32 gr/100 scf or less. The maximum combined annual emissions of affected air pollutants from facility as a result of the proposed change are limited to: 39.6 tons per year (tpy) of sulfur dioxide (SO2); and 30.57 tpy of sulfuric acid mist (H2SO4). There are no changes to the emissions for other pollutants. There are no changes to the quantity of fuel for the currently permitted equipment. The proposed amendment will not substantially change air quality impacts as compared to the original permit application for this project. Results of the updated air quality analyses for the facility for both Class I and Class II PSD areas demonstrate compliance with all applicable state and federal air quality standards. The updated modeling analyses for this project are available for review. DEQ accepts comments and requests for Board consideration by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public comment period begins on April 10, 2014 and ends on May 27, 2014. | |
