Purpose of the meeting A public hearing on a draft permit amendment for Virginia Electric and Power Company's Warren County Power Station in Warren County. Virginia Electric and Power Company have applied for a significant amendment to the Prevention of Significant Deterioration permit for change in ancillary equipment specifications based on facility design refinements at the Warren County Power Station. The facility is classified as a major source of air pollution and is located 477 Kelley Drive in Front Royal, Warren County, Virginia. The applicant proposes to change the capacity of the auxiliary boiler, the fuel gas heater, the emergency generator, and the fire-water pump. The applicant also proposes to install a new emergency generator. The maximum combined annual emissions of air pollutants from the affected equipment after the proposed changes would be limited to: 2.24 tons per year (tpy) of PM-10/PM2.5; 10.13 tpy of nitrogen oxides (NOx); 20.23 tpy of carbon monoxide (CO); 0.09 tpy of sulfur dioxide (SO2); and 7.66 tpy of volatile organic compounds (VOC). There are no changes to currently permitted emission limits for the combined cycle power generating equipment which are: 159.1 tpy of PM10/PM2.5; 317.7 tpy of NOx; 12.3 tpy of SO2; 181.0 tpy of VOC; and 9.5 tpy of sulfuric acid mist H2SO4. There are no changes to the type or quantity of fuel for the currently permitted combined cycle power generating equipment. The proposed amendment will not substantially change air quality impacts as compared to the original permit application for this project.
