Purpose of the meeting A public hearing to receive comments on a proposal to reopen and amend the facility’s current air quality permit for their ethanol recovery facility. The permit will be reopened in accordance with 9 VAC 5-80-1300 of Virginia air regulations. The facility is classified as a minor source of air pollution. The proposed amendment to the permit would incorporate additional odor control requirements and other federal regulatory requirements. The maximum annual emissions of air pollutants from the facility under the proposed permit are expected to be: 11.4 tons per year of VOC from the condenser vent. Odorous emissions from the facility will be reduced by the use of vapor balancing and elimination of process water from the cooling circuit. No adverse impacts on air quality are anticipated. An information briefing will be held prior to the hearing beginning at 6:00 p.m. DEQ accepts comments and requests for Board consideration by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant, based on individual requests for Board consideration, and there are substantial, disputed issues relevant to the permit. The public comment period for the submittal of written comments begins on May 3, 2012 and ends on June 20, 2012. | |
