Purpose of the meeting A public hearing to receive comment on a draft permit for a significant amendment to a minor new source review permit for the University of Virginia Main Heat Plant in Charlottesville, VA. The University of Virginia has applied for a modification to the air permit for the Main Heat Plant. The Main Heat Plant supplies steam and heat to the University of Virginia. It is classified as a major source of air pollution. The proposed amendment to the permit seeks to clarify operational conditions and language of the Main Heat Plant permit. Specifically, the amendment differentiates between periods where Boilers 1R, 2R and 5 are burning natural gas in anticipation of using coal, and periods where the boilers are burning natural gas as the sole fuel source. The proposed amendment revises the alarm system requirements of the baghouses for Boilers 1R, 2R and 5 to accurately reflect the existing monitoring systems. Additionally, the proposed amendment clarifies the application of the sulfur dioxide Continuous Emissions Monitoring System for Boilers 1R, 2R and 5, as well as the semi-annual reporting requirements. There are no increases in emissions or throughputs as a result of this amendment. DEQ accepts comments and requests for Board consideration by e-mail, fax or postal mail. All comments and requests must be in writing and be received by DEQ during the comment period. Submittals must include the names, mailing addresses and telephone numbers of the commenter/requester and of all persons represented by the commenter/requester. A request for Board consideration must also include: 1) The reason why Board consideration is requested. 2) A brief, informal statement regarding the nature and extent of the interest of the requester or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the permit. 3) Specific references, where possible, to terms and conditions of the permit with suggested revisions. Board consideration may be granted if public response is significant and there are substantial, disputed issues relevant to the permit. In addition, an informational briefing will be held prior to the public hearing beginning at 5:30 p.m. | |
