Please open a new comment period for public comment on this important issue. Informed consent for client care is important to obtain from owners before giving care to the client. This should be no different for students. Informed consent for students to work on clients needs to be in written form and signed by the pet owner before care has begun. These pets are the property of the owners and the bulk of the last public hearing confirmed that there is a need and public outcry for greater informed consent before care is given to clients.
