As the parent of a gifted child in the VBCPS, I am opposed to the proposed changes to the regulations. The program, as it is now, works and should not be changed. To create an IEP-like system for each student identified as gifted would be a nightmare, and the majority would be harmed in the process. I also believe that 5-year planning is far superior to annual planning.
I would refer anyone to the article in the summer edition of the VAG newsletter, "Red Flags in the Proposed Regulations" by Carolyn Horn, Coordinator of Gifted and Talented Programs, Fairfax County, Virginia. Ms. Horn makes very valid points in the areas of state approval, the planning process, testing, funding.
I hope that the comments posted in this forum are considered before any language is adopted which proves to harm our gifted learners. Gifted programs are vital to the growth of these students - some of which may go on to be some our country's most successful citizens. But they will not reach this potential if the rug is ripped from beneath them.
