It is generally understood that changes to an educational program should be made using research. It takes several years to update a gifted plan that is logical, useful, and beneficial to the students. This cannot be done yearly. Students need programing and program goals that will lead them over a period of time, not just one random program at a time. The I.Q. potential of a student does not change that they are a child, with development needs that still need to be considered over a period of time, not just a brief program year.
