I don’t know what problem this bill actually seeks to solve. People who wish to do harm will go into bathrooms regardless of state rules. I do see how many problems this bill seeks to create - how it propagates, hate disgust, and scapegoats a relatively small population for violence much more often committed by cis men. I wish we spent more time on bills that really solved issues. 
If you really want to solve discomfort in bathrooms, just get better doors. Why do Americans have these terrible bathroom stall doors with gaps that you can see through anyway?
