Action 4905 is a bigoted and useless distraction and should not be enacted.
The proposed action would ban transwomen from using public restrooms, changing rooms, and other gendered spaces meant for women and ban transwomen from participating in women's sports. Such actions are harmful to all women, trans or cis. There is no evidence to suggest that excluding transwomen from these spaces is helpful to cis women or that including transwomen is harmful. There have been many examples of cis women being excluded from women's sports or restrooms on the basis of not appearing feminine enough while there is little or no credible evidence that the women are not cis. Conversely, in the 13 years since bathroom bills have become a subject of public debate, there have been almost no credible evidence of harm to women by allowing transwomen into women spaces.
The proposed action would have no helpful impact on the cis women it aims to protect. It instead distracts from other issues of concern to Virginia such as economic issues or access to reproductive health. It is harmful bigotry. It looks to exclude a group of people from public life in Virginia, making it less welcoming to trans people and their families.
