This appears to be a back door bathroom bill, among other things. This regulatory change seems to have no function other than banning transgender women from using any public facilities across the state of Virginia.
Male bathrooms are not safe for transgender women who have medically transitioned. Some are indistinguishable from other women. Requiring a post-op trans woman to use a male bathroom makes no sense; it just puts the lives of trans-women in danger.
This regulatory change is a solution in search of a problem. How many actual problems have occurred? If this is not an action specifically taken to disadvantage the trans community, then please explain how trans people will be accommodated when only two facilities exist.
As a state, I think that Virginia is better than targeting a small non-violent community that simply wants to exist in peace.
