I strongly oppose this proposed regulation. Not only would it cause real and measurable harm to transgender women and girls, but it would also create an environment where everyone’s gender is treated with suspicion. 

By policing who looks feminine enough to use certain spaces or participate in activities, this rule would inevitably subject many cisgender women and girls to harassment, exclusion, and discrimination.

This regulation does nothing to improve safety or fairness; instead, it undermines the dignity and well-being of all Virginians. I urge the Board of Health to reject this harmful and unnecessary proposal.
