If boats are all point sources for pollution and sea water which has touched a fish's exterior is classified as pollution and deemed unacceptable for release back into the sea from which it originated, then that ends all fishing, both commercial and recreational, in that body of water. Don't see how any one group of boats can be singled out for this and others be exempt. Considering the intentional release of chum and cut baits into the water should have far higher levels of nitrogen and oxygen deprivation than water which has simply touched a fish's exterior surface, recreational fishermen should be just as concerned about this as commercial fishermen.
