Comments on the Regulations Governing Educational Services for the Gifted
On November 15, 2008, the GCPS Gifted Education Advisory Committee drafted these suggestions for the public comment period to be posted on the
- We believe the authority for review of the Local Plan for Gifted Education should remain with the Department of Education and not altered to allow the local school board to annually review and approve the comprehensive plan.
o Rationale: Having the authority for review rest with the Department of Education would ensure accountability to meet minimum standards for gifted education, with room for innovation and expansion, across the school divisions, and allow support and expertise to be shared with local school divisions by the Department of Education.
- We believe that the Local Plan should be reviewed every five years, or no less than every three years.
o Rationale: The burden on local school divisions to annually review local plans will interfere with long-term planning and programmatic growth.
- We applaud the move towards strengthening the implementation of gifted services after students are identified. We recommend a method of communication, like a Differentiated Education Plan or Differentiated Learning Plan, to inform, guide, and ensure differentiated services available to identified students.
