Proposed redefinition of Group Home - do not require that caretakers live elsewhere

I am writing as the parent of an intellectually-disabled teenager regarding the proposed redefinition of group homes, in  Rules and Regulations for Licensing Facilities and Providers, that would prohibit caretakers from living in the homes. Please consider that l'Arche of Greater Washington DC is considered one of the very best homes for adults with intellectual disabilities specifically because of it's "core member" model, whereby caretakers participate as full members of the community by physically living in the same community as those for whom they care. This law threatens the most fundamental value of the l'Arche community -- indeed, it is impossible to imagine how the Virginia l'Arche would continue to function. The passage of this regulation will have such a damaging impact. Please do not move forward with this legislation.
