Under Rules & Regulations for Licensing Providers, article 2, Definitions, please remove "who do not live in the house" from the Group Home definition. The L'Arche model whereby care-givers and people with intellectual disabilitylive together as a family has worked well for decades in many countries and in Washington, DC and in VA. This model brings people of all diversity together and allows people with intellectual disability to also choose to live with their care providers and build strong relationships. 

The L'Arche model has proven over the years to be very effective, providing better quality services within the group home and a better quality of life for the people with intellectual disability often marginalized within our society.
