While I understand the viewpoint of a licensed tech, it is not always feasible to have one in a practice.  In particular a startup practice.  Many a well trained, experienced assistants have placed IV catheters, that I myself have been unable to place.  

I'd be interested to hear how this would managed in a lab or research setting where catheters are placed routinely by non-licensed techs.
