A metric should be included in the final regulation as it would gauge that the private animal shelter is meeting the requirement intended in SB 1351, which passed resoundedly in the General Assembky in 2015. The regulation should require that a private animal shelter adopt out (or transfer for the purpose of adoption) at least 50% of the animals brought in, and may not euthanize more than 50% of the animals in their care.
