As a contractor and business owner who holds a several Master License's, I know how difficult and costly it can be to have everyone in an organzation licensed.  The State of Virginia lets my employees operate under my license and I feel the veterinary field should operate the same way.  It will also help keep costs down especially in rural area's of the state.
