IV catheter placement by trained unlicensed assistants

I strongly support changing the regulation to allow IV catheter placement by well-trained, unlicensed, assistants. This change would help provide better care for animals in need given that there are not currently enough LVT's in Virginia to staff all the need to support this medically important procedure in the absence of veterarians. Currently, if a practice does not have an LVT available to place a catheter, the veterinarian places it. While this may work in routine situations, in an emergency, when a veterinarian is not immmediatley available, an animal's life could be at risk.
