To save lives, this should be extended to pre-hospital care by trained EMS personal in the state of Virginia, (and all states).  With immediate vascular access provided, who then determines and administers life saving CPR, appropriate medications or other drugs and fluids?  Current RECOVER CPR guidelines are to be followed.  In-hospital, Doctors orders must be written and archived along with the catheter inserting personnel clearly identified should this petition be passed.  Will this then be extended to placement of intra-osseous catheters to save lives?  Respectfully, Susan M.
