This is a big step backwards. What is the point of our LVT's going to school, getting a license, and completing CE annually if their coworker, who has completed none of those, is now allowed to do part of their job for them? In my book, this is dangerous, a liability, and a slippery slope to unlicensed personnel performing even more tasks that only a licensed technician should be doing.
