Carbon dioxide is a human by product and a necessary gas for plant life to flurish.  Over the life of the earth, carbon dioxide levels have wildly fluctuated with no corolation to temperature levels.  Trying to regulate carbon dioxide will have great expense but no effect on our planet.  The rule is harmful to the Commonwealth of Virginia.
